Obama will stand by Planned Parenthood holocaust with veto pen

It’s curious how the vast majority of Democrats don’t care about the selling of baby parts because they don’t see them as human lives, but test subjects for experiments. The Planned Parenthood videos show the disgusting underside of the abortion industry and highlight the need for a massive investigation to find out exactly what’s going on. Despite the 'disturbing' organ harvesting, Hillary made her proud position to stand with Planned Parenthood clear yesterday. It was the White House's turn today, and the Obamites of course took it a step further. Not only are they calling CMP an ‘extremist’ organization now, but Obama's already wielding his pen in defense of their unholy abortion altar...
WashingtonTimes: The White House dismissed the need for a federal investigation of Planned Parenthood Friday, citing the opinions of three liberal newspapers as evidence that “impartial observers” are raising questions about the authenticity of a pro-life group’s undercover videos on the sale of fetal tissue.

White House press secretary Josh Earnest also suggested that the pro-life group, the Center for Medical Progress, is an “extremist” organization. And he said for the first time that President Obama would veto any effort by Congress to defund Planned Parenthood.

Asked by a reporter whether White House officials believe Planned Parenthood should be investigated for the alleged sale of fetal tissue, Mr. Earnest said “those who have taken a close look” at the undercover videos “have raised some significant concerns about their authenticity.” He then listed three newspapers that endorsed President Obama for re-election in 2012.

“The New York Times described this as a ‘campaign of deception,’” Mr. Earnest said. “The Seattle Times described this as a ‘manufactured crisis.’ The [San Jose] Mercury-News even described those videos as ‘grossly misleading.’”

He referred to the journalists who wrote those opinions as people “who could legitimately be described as impartial observers.”

“The scrutiny that these videos have gotten thus far from a handful of news organizations raises significant doubts about their authenticity,” Mr. Earnest said.

The president’s spokesman also suggested that CMP is extremist and that it distributed heavily edited videos to mislead the public.

“We have seen this kind of tactic be attempted by other extremist organizations that have an ideological agenda,” Mr. Earnest said.
Folks, we're being lorded over by sadistic, truth-denying sociopaths. And they wonder why the comparisons to the Third Reich?!

So, will the mere mention of a veto cause the GOP leadership to wilt (quick, nobody mention shutdown around McConnell!), or is this sickness enough to finally force them to follow through? Guess we'll find out Monday...

Prelude to Levin's 'Plunder and Deceit': Understanding how the Ruling disparage the Rising

In Federalist 51, James Madison explained with cautionary insight the essential balance between the civil society and governmental restraint: “In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.”

This essential new book is, against all odds, a likeminded appeal to reason and audacity—one intended for all Americans but particularly the rising generation. CA court attempts to protect StemExpress, another video exposes Planned Parenthood inhumanity

Freedom of speech? Apparently not when it exposes the Left's unholy sacrament of abortion and the illegal trade & experimentation that goes along with it's eugenics philosophy. StemExpress, the Mengele partners in Planned Parenthood's flesh merchant trade, breathes a temporary sigh of relief as a California judge moves to protect three high-ranking officials by blocking the release of any new videos showing them, even though no laws were broken during CMP's investigation...
FoxNews: A temporary restraining order has been issued preventing an anti-abortion group from releasing any video of leaders of a California company that provides fetal tissue to researchers. The group is the same one that previously released three covertly shot videos of a Planned Parenthood leader discussing the sale of aborted fetuses for research.

The Los Angeles Superior Court order issued Tuesday prohibits the Center for Medical Progress from releasing any video of three high-ranking StemExpress officials taken at a restaurant in May. It appears to be the first legal action prohibiting the release of a video from the organization.

The Center for Medical Progress has released three surreptitiously recorded videos to date that have riled anti-abortion activists. The Senate is expected to vote before its August recess on a Republican effort to bar federal aid to Planned Parenthood in the aftermath of the videos’ release.

In a statement Wednesday, center leader David Daleiden said StemExpress was using “meritless litigation” to cover up an “illegal baby parts trade.”

“The Center for Medical Progress follows all applicable laws in the course of our investigative journalism work,” he said.
Sounds like StemExpress has something to hide, and hopefully the public will be allowed to see it. But for now, judicial liberalism strikes again.

When politics tramples the law there is no justice. Here's all you need to know about the who ruled on the Planned Parenthood video release.

On a positive note for CMP's investigation, though StemExpress may have temporarily restrained (at least until an Aug. 19 hearing) the release of some of this video footage, such is not the case for more Planned Parenthood exposure. And the Center for Medical Progress has already released a new one today...

CMP: New undercover footage shows Planned Parenthood of the Rocky Mountains’ Vice President and Medical Director, Dr. Savita Ginde, negotiating a fetal body parts deal, agreeing multiple times to illicit pricing per body part harvested, and suggesting ways to avoid legal consequences.

Planned Parenthood of the Rocky Mountains (PPRM) is a wealthy, multi-state Planned Parenthood affiliate that does over 10,000 abortions per year. PPRM has a contract to supply aborted fetal tissue to Colorado State University in Fort Collins.

In the video, actors posing as representatives from a human biologics company meet with Ginde at the abortion-clinic headquarters of PPRM in Denver to discuss a potential partnership to harvest fetal organs. When the actors request intact fetal specimens, Ginde reveals that in PPRM’s abortion practice, “Sometimes, if we get, if someone delivers before we get to see them for a procedure, then we are intact.”

Since PPRM does not use digoxin or other feticide in its 2nd trimester procedures, any intact deliveries before an abortion are potentially born-alive infants under federal law (1 USC 8).

“We’d have to do a little bit of training with the providers or something to make sure that they don’t crush” fetal organs during 2nd trimester abortions, says Ginde, brainstorming ways to ensure the abortion doctors at PPRM provide usable fetal organs.

When the buyers ask Ginde if “compensation could be specific to the specimen?” Ginde agrees, “Okay.” Later on in the abortion clinic’s pathological laboratory, standing over an aborted fetus, Ginde responds to the buyer’s suggestion of paying per body part harvested, rather than a standard flat fee for the entire case: “I think a per-item thing works a little better, just because we can see how much we can get out of it.”

The sale or purchase of human fetal tissue is a federal felony punishable by up to 10 years in prison or a fine of up to $500,000 (42 U.S.C. 289g-2). Federal law also requires that no alteration in the timing or method of abortion be done for the purposes of fetal tissue collection (42 U.S.C. 289g-1).

Ginde also suggests ways for Planned Parenthood to cover-up its criminal and public relations liability for the sale of aborted body parts. “Putting it under ‘research’ gives us a little bit of an overhang over the whole thing,” Ginde remarks. “If you have someone in a really anti state who’s going to be doing this for you, they’re probably going to get caught.”

Ginde implies that PPRM’s lawyer, Kevin Paul, is helping the affiliate skirt under the fetal tissue law: “He’s got it figured out that he knows that even if, because we talked to him in the beginning, you know, we were like, ‘We don’t want to get called on,’ you know, ‘selling fetal parts across states.’” The buyers ask, “And you feel confident that they’re building those layers?” to which Ginde replies, “I’m confident that our Legal will make sure we’re not put in that situation.”

As the buyers and Planned Parenthood workers identify body parts from last fetus in the path lab, a Planned Parenthood medical assistant announces: “Another boy!”
Butchers and flesh merchants. What will future generations write about this barbarism? Or will our civil society be so far gone by then that the mantra will repeat the familiar 'what difference does it make?' As long as we remain some remnant of a representative government for the time being, it's up to US to put pressure on those we send to higher office to put an end to this flesh cartel and inevitably the wholesale slaughter of innocence.

Meadows makes move to unseat Boehner IMMEDIATELY (UPDATE)

We have a few real patriots in Congress, like Mark Meadows, who called in to discuss his motion to strip John Boehner of his speakership. We need more men and women willing to fight and put their career on the line to do what is right and challenge the weak GOP leadership. Boehner and Mitch McConnell have been doing Obama’s dirty work for too long. They don’t represent us; they represent lobbyists and corporatists. ~ ML, 7/28/15
This was all initiated yesterday, and we, CONSERVATIVES, must put pressure on our congressmembers to support the ousting of this would-be king of the House!

WND: It’s the first time in 105 years in the House of Representatives: A Republican congressman filed a motion Tuesday to remove House Speaker John Boehner, R-Ohio, from his position.

Rep. Mark Meadows, R-N.C., filed a “motion to vacate the chair” Tuesday evening, saying Boehner “has endeavored to consolidate power and centralize decision-making, bypassing the majority of the 435 Members of Congress and the people they represent.”

Meadows’ proposal has been referred to a committee filled with leadership loyalists, making it unlikely to survive, Fox News reported.

The congressman’s motion accuses Boehner of weakening the power of Congress, “thereby making Congress subservient to the Executive and Judicial branches, diminishing the voice of the American People.”

It also charges that Boehner has used his leadership position in the House to “punish Members who vote according to their conscience instead of the will of the Speaker.”

In June, GOP leaders fired Meadows from his subcommittee chairmanship, but outcry from conservatives caused them to restore it.

Fox News noted that the resolution could place Democrats in a difficult situation. Should they vote to keep Boehner even after they’ve clashed with him so many times? Or should they side with conservatives and help throw him out?

“Much like the Declaration of Independence, he’s laid a case against the crown,” talk-show host Mark Levin said on his show Tuesday evening. “He’s showing the institutional corruption of John Boehner.”

He continued, “John Boehner is Nancy Pelosi’s favorite Republican in the House of Representatives. So, while the Democrats should vote to remove John Boehner, many will vote to keep him because they like what he’s doing. They like what he’s doing to advance Obama’s agenda. We have a very brave member of Congress, Meadows, who has said enough is enough. I would encourage you to call your members of the House of Representatives and tell them to support Mark Meadows.”

Levin urged listeners to “overwhelm their phone lines,” “overwhelm their emails.”
As NC Congressman Walter Jones, who's supporting Meadow's effort, said, "No one should be intimidated for voting your conscience. If you are here to vote for the will of the Speaker and not the will of the people, you don’t need to be here." EXACTLY!

Third video shows how Planned Parenthood truly devalues human life

Video #3 from CMP, appropriated labeled 'Human Capital', has now surfaced in their ongoing investigation of Planned Parenhood's flesh merchants...
Breitbart: In a new video just released by the Center for Medical Progress, a former clinical worker at StemExpress described her job of identifying pregnant women “who met criteria for fetal tissue orders and to harvest fetal body parts after their abortions.”

Holly O’Donnell, a licensed phlebotomist, said she “unsuspectingly took a job as a ‘procurement technician'” at the fetal tissue company StemExpress, which was allegedly the primary buyer of fetal body parts from Planned Parenthood.

She said she fainted on her first day on the job when she was asked to dissect a “freshly aborted” baby.

Concerning Planned Parenthood’s repeated denials that they make any money from the exchange of body parts for cash, something that would be illegal under federal law, O’Donnell said, “For whatever we could procure, they would get a certain percentage. The main nurse was always trying to make sure we got our specimens. No one else really cared, but the main nurse did because she knew that Planned Parenthood was getting compensated.”


The new video also shows undercover footage of Dr. Savita Ginde, vice president and medical director of Planned Parenthood of the Rocky Mountains, who operates abortion clinics in Colorado, New Mexico, Wyoming, and Nevada.

She was secretly videotaped in the Planned Parenthood pathology lab, where babies are taken after being aborted. She also talks about making money for body parts: “I think a per-item thing works a little better, just because we can see how much we can get out of it.”

Dr. Katherine Sheehan, medical director emerita of Planned Parenthood in San Diego, talks about their relationship with Advanced Bioscience Resources, a company that allegedly buys and sells baby parts into the abortion aftermarket. “We’ve been using them for over 10 years, really a long time, you know, just kind of renegotiated the contract. They’re doing the big government-level collections and things like that.”

The video is the third in a series of what Daleiden says could be more than a dozen videos exposing the dark side of the abortion aftermarket.
What's evolving into an extensive exposé on the abortion franchise in America goes much further than the general debates over the practice or, even in these cases, the sale and compensation of harvested aborted baby body parts; the latter of which the mainstream media is intentionally bypassing to protect its evil altar. What's at stake here is much larger than what any media outlet wants to discuss, and that's the true devaluing of human life that's taken hold of our supposed civil society.
TheWeek: A series of undercover videos from a pro-life group have rocked Planned Parenthood — and the national debate over abortion.

In all three videos, officials from the nation's largest abortion provider discuss compensation for extracting organs from aborted fetuses, including, in one case, over wine and salad at lunch. Much of the debate has been over whether this constitutes sales or compensation. But the much larger questions concern how abortion has been sold, and what it truly is. That's where we ought to focus our attention. ...

Certainly, Congress should look into how its exceptions for tissue donation have been exploited. But this isn't the main issue seen in these videos.

Planned Parenthood wants to keep the debate on these points to deflect from the real debate — the nature of abortion itself, and the deliberate minimization in language that has allowed it. Abortion defenders claim that the procedure does not terminate life, and that it has no more moral meaning than excising a tumor or a cyst, a "clump of cells" in the most common construction. On Twitter, a young actor in Hollywood offered a more crude assessment this week. "A pile of goop should not have more rights than a human being," Lucas Neff tweeted, "period."

Now, though, we see that the same abortion clinics that argue for the "pile of goop" status see things very, very differently when it comes time to benefit from the results of their services. They adjust their techniques to extract and market human organs for buyers to meet demand, with the clear value attached on the basis of both their humanity and specificity. Clinic executives like Dr. Ginde want to negotiate those markets on a per-item basis because of the value that humanity and specificity provides to both parties, "just because we can see how much we can get out of it."

The true danger to Planned Parenthood and the entire industry is the exposure of their hypocrisy. The two positions of "clumps of cells" and negotiating over human organs from abortions are mutually exclusive. One cannot extract human organs from "a pile of goop," or from tumors or undifferentiated "clumps of cells." Human organs come from human beings, and the only way to harvest them from unborn human beings is to kill them first. The videos cut through all of the misdirection, all of the antiseptic generalities used in defense of abortion, to expose its true nature — and that's what has Planned Parenthood panicked over the videos.

For those who oppose abortion, the debate over sales of human organs and tissue is very tempting, and certainly should be engaged. However, the focus should be on the admitted humanity of those whose lives come to an end in those clinics rather than the legal technicalities of compensation and sales for the "products" that result from them. Expose the lie, and let's finally have the conversation about the value of human life in all its stages that we have spent the last 42 years avoiding.

ADDENDUM: So, will our elected officials do anything about this? The desire is there, but the obstacles are great...
FoxNews: The Senate will vote before its August recess on a Republican effort to block federal aid to Planned Parenthood, GOP leaders said Tuesday, as anti-abortion groups clamored for action by lawmakers. Democrats said they will strongly oppose what they called the latest Republican effort to weaken women's health care programs, but stopped short of flatly predicting its defeat.

The positioning came as an anti-abortion group released a third covertly recorded video of Planned Parenthood officials discussing procedures for obtaining tissue from aborted fetuses for research and showing stark close-ups of what it said was fetal tissue in a Planned Parenthood lab. The unveiling of the videos has put Planned Parenthood and many Democrats on the defensive, though there is little sign that they won't be able to head off the GOP effort.

"Good luck," Senate Minority Leader Harry Reid, D-Nev., said of the uphill Republican drive to garner the 60 of 100 Senate votes they will need to cut off Planned Parenthood's money. "We're dealing with the health of American women, and they're dealing with some right-wing crazy."
Yeah, we're the 'crazies' for fighting to protect innocent Life! You're not dealing with women's health here, Sen. Reid, you're dealing in death, mutilation and experimentation, all while willfully supporting it. How Nazi-esque.

ICONIC: Cruz EXPOSES McConnell LIES as 'Washington Cartel' of cronyism on the Senate floor! (ADDENDUMS)

"Like St. Peter, he repeated it three times. ... I cannot believe he would tell a flat-out lie. ... What we saw today was an absolute demonstration that not only what he told every Republican senator, but what he told the press over and over again, was a simple lie. ... If the majority leader is willing to lie to 54 Republicans to their face, when is he willing to do so again?"
Keep calling these LIARS out, Ted, especially the leadership! On the Export-Import Bank, on TPA (which we finally get the scoop on what really went down there), on corporatists and cronyism, on the Iran deal, on Obamacare, on Planned Parenthood, on EVERY DAMN THING, Sen. Cruz ran through the litany of lies from the GOP leadership. And besides simply calling out McConnell for the liar that we've all come to know him as, Cruz blows the shady back-room dealing doors off of SO MUCH here...

AP: In a stunning attack on a leader of his own party, Republican Sen. Ted Cruz accused Senate Majority Leader Mitch McConnell of lying to him and said he couldn’t be trusted.

At issue are assurances Cruz claimed McConnell, R-Ky., had given that there was no deal to allow a vote to renew the federal Export-Import Bank – a little-known federal agency that has become a rallying cry for conservatives. Cruz rose to deliver his remarks moments after McConnell had lined up a vote on the Export-Import Bank for coming days.

“It saddens me to say this. I sat in my office, I told my staff the majority leader looked me in the eye and looked 54 Republicans in the eye. I cannot believe he would tell a flat-out lie, and I voted based on those assurances that he made to each and every one of us,” Cruz said.

“What we just saw today was an absolute demonstration that not only what he told every Republican senator, but what he told the press over and over and over again, was a simple lie.”

A spokesman said McConnell would have no response. The majority leader was not on the Senate floor when Cruz issued his attack.
Of course he wasn't. And how could he respond? He flat-out LIED! Cruz is absolutely right, this Senate under McConnell operates exactly the same as under Reid, all under the direction of the corporate lobbyist of the crony capitalists. No damn different than left-wing special interests.

TRS: Ted Cruz defended himself today in a special session against charges that he broke rule 19 of the Senate rules by calling Mitch McConnell a liar about what he promised to him personally...

Ted Cruz gave them a lecture on the rules, with a lot of “decorum”:


Politico: “Granting a sufficient second for a roll call vote is done customarily in the United States Senate,” Cruz told reporters. “Denying it is extraordinary, and it was done as a consequence of Majority Leader Mitch McConnell being afraid of this issue.”

He accused McConnell of scheming with Democratic leader Harry Reid.

“To see the so-called Republican leader whip against allowing a vote to defund Planned Parenthood … makes clear that the McConnell-Reid leadership is united in favor of big government,” Cruz charged.
Arm-in-arm, buddy. Of course, all of this falls on deaf ears of McConnell's lieutenants, who scolded him on Sunday...
TR: The rift between conservative and establishment Republicans in the Senate grew over the weekend after Sen. Ted Cruz accused Majority Leader Mitch McConnell on the Senate floor Friday of telling fellow Republicans a "flat-out lie" about a "special deal." Three Republican Senators lined up in a rare Sunday session to rebuke Cruz for "squabbling and sanctimony."

Just after McConnell worked out a vote on renewing the hotly debated Export-Import Bank, which conservatives decry as promoting crony capitalism, Cruz took the Senate floor to condemn the Majority Leader for lying to fellow Senators:

"Not only what he told every Republican senator, but what he told the press over and over and over again, was a simple lie," Cruz said. "It saddens me to say this. I sat in my office, I told my staff the majority leader looked me in the eye and looked 54 Republicans in the eye. I cannot believe he would tell a flat-out lie."

Cruz expanded on the context of McConnell's "flat-out lie" on the Rush Limbaugh show Friday. "Back when we were having the fight over trade promotion authority, I asked Mitch McConnell directly if he had cut a deal to reauthorize this cronyism and corporate welfare in order to try to get the votes," Cruz said, "and he looked at me, he looked at all 54 Republican senators, and he said flat-out, 'There is no deal. There is no deal. There is no deal.'"

McConnell denied having had to work out a "special deal" to bring the Export-Import Bank to a vote, saying there was enough support for it to happen on its own despite his opposition.

Meanwhile in the session Sunday, three Republican Senators—Orrin Hatch (Utah), Lamar Alexander (Tenn.) and John Cornyn (Texas)—denounced Cruz for bringing "campaign trail" rhetoric to the Senate floor.

"Squabbling and sanctimony may be tolerated in other venues and perhaps on the campaign trail, but they have no place among colleagues in the United States Senate," said Sen. Orrin Hatch (Utah), the Senate’s president pro tempore.

"The Senate floor has even become a place where senators have singled out colleagues by name to attack them … and impugn their character in blatant disregard for Senate rules," said Hatch. "Such misuses of the Senate floor must not be tolerated."

Cruz responded to Hatch by saying that while he agreed that civility was important in Congress, "Speaking the truth about actions is entirely consistent with civility."
Folks, guys like Hatch, Alexander and Cornyn are the problem with the GOP. Statesmen like Cruz, which are far and few, are the solution.

ADDENDUM II: In case there was any doubt that McConnell lied to Cruz, let this put it not at ease, but to rest...

PJMedia: Sean Hannity says that three senators confirmed Ted Cruz’s account of a conversation he had with Senate Majority Liar Leader Mitch McConnell about a possible deal with Democrats about the Export-Import Bank. You may recall that Cruz blasted McConnell on the Senate floor for saying there was no deal, while there clearly was one.

Although other Republicans have attacked Cruz for telling the truth — without denying his account of the conversation, by the way — a few have come out in support of him. Senator Mike Lee has been willing to go on record to confirm Cruz’s account.

Sadly, he’s the only one. Hannity says that two others confirmed the story, but they wish to remain anonymous. This is what he said when Cruz appeared on his radio show recently:
I got to be honest, I stood up and cheered when you did all this because I feel that the Republican Party in Congress, I think Republican governors have been far more bold, the Republican Congress has been weak, and timid and unwilling to fight on very key issues… Here’s the question that nobody in the media wants to ask but I’ve been asking and that is, did Mitch McConnell make you the promise that you said he made? Now, Mike Lee says he did, and two senators, two of your fellow senators told me privately that, in fact, yes they heard three times Mitch McConnell say that to you. That there was no deal made but they don’t want so say it publicly.
This leaves little doubt about the truth of Cruz’s statements. What’s more important, though, is the utter lack of courage from his colleagues in the U.S. Senate. Think about this: 50 senators don’t have the courage to speak out about this issue, and of the four (including Cruz) who do, two are so afraid of McConnell’s leadership team that they don’t dare do so publicly.

#ConventionOfStates: Time to put the fears and cowardice to rest

Meanwhile, we keep doing as we’re told by The Establishment and the near-sighted automatons of The Eagle Forum and the John Birch Society… we throw the bums out… we vote in another conservative. We keep sending good people to Washington, only to see them disappear into the meat-grinder that is Congress, and come out the other side just so much baloney! ... Folks, it's past time to reassert American principles, traditions and values, preserving our individual, religious, economic and political liberties, along with reinstituting the overall concept of State's Rights enshrined in the 9th & 10th Amendments, atop the removal of credit cards and IOUs from the white-knuckled grasp of spendthrift federal politicians. An Article V convention of the states can achieve this! Yet, organizations like the Eagle Forum or the John Birch Society would have you cowering in the corner while the Federal Leviathan continues to shred what's left of our Constitution. In essence, they, like their liberal counterparts, think we're all too stupid to know what's best for us, yet smart enough to keep voting the professionals back in!  Whether reelecting career politicians or switching out for new models, it ain't working without the accountability of living under the same laws foist on us. Enough! Let us put these fears to rest...starting with the rules...
ConventionOfStates: Opponents of an Article V convention have been repeatedly defeated in their claims that an Article V convention would “run away”. The Framers of our Constitution were wiser than that, and placed numerous checks and balances to ensure the safety of such a convention. Opponents of a convention have since rallied around a new set of arguments claiming that Congress, not the states, will control any Article V convention. ... Like the runaway convention argument, it ignores history and substitutes fearful speculation for known fact.

Claims that Congress controls a convention show a basic ignorance of how laws, and particularly constitutions, are interpreted. ... Article V says absolutely nothing about the rules for a convention and whether they are set by Congress or the states. According to ordinary rules of constitutional interpretation, when the text is silent, we must look to historical precedent and the intent of the lawmakers.

...the historical record suggests that the calling body merely sets the time and place for the initial convention meeting. ... Calls for other historical conventions followed the same pattern. Thus, as applied to Article V, the Necessary and Proper Clause gives Congress authority to take all necessary and proper steps to set the initial time and place of the convention. To be sure, Congress has a role in the process, but that role falls far short of setting the rules or selecting the delegates for the convention. History shows that this power belongs to the state legislatures. ...

...Obviously precedent from prior Article V conventions would provide weightier evidence than other sorts of multi-state conventions, and the plain text of the Constitution would trump them all. Unfortunately, the text of the Constitution is silent with regard to the rules for a convention, and there are no prior Article V conventions to draw from. So we must turn to other conventions. Article V, after all, was not written in a vacuum.

Historical research shows that the Founders held at least 32 multi-state conventions in the period leading up to the adoption of the Constitution, 11 of which were held in the decade between the Declaration of Independence and the Constitutional Convention. Clearly, the Founders were no strangers to conventions. Indeed, the frequency of these pre-constitutional conventions may explain the brevity of Article V.

Rules and procedures at these pre-constitutional conventions were surprisingly uniform. The conventions themselves elected their own officers and set their own rules subject always to the instructions issued by their state legislatures. Voting at these conventions was uniformly on the basis of one state, one vote. The indication of all existing precedent is that the states, not Congress, will exert ultimate authority over any Article V convention.

Completely apart from these historical conventions, there is one critical piece of evidence that cements the states’ control over a convention: the intent of the Founders as evidenced by the proceedings of the Constitutional Convention itself. James Madison gives a full account of the proceedings leading to the final draft of Article V in his notes from the Convention. According to these notes, George Mason strenuously objected to a proposal that only gave Congress authority to propose amendments. As Madison records, “Mason thought the plan of amending the Constitution exceptionable and dangerous. As the proposing of amendment is . . . to depend . . . on Congress, no amendments of the proper kind would ever be obtained by the people, if the government should become oppressive as he verily believed it would.” Responding to Mason’s concerns, Gouverneur Morris and Elbridge Gerry “moved to amend the article, so as to require a convention on application of two thirds of the states.” The motion passed unanimously.

The whole point of the convention method of amendment was to bypass Congress and the federal government. If Congress were to set the rules for the convention or select the delegates, the entire purpose of the convention provision would be undermined.

In short, every piece of historical evidence we have tells us that the states will control any Article V convention. ... The Founders knew what they were doing when they put an Article V convention in the Constitution. They knew the federal government would become too powerful, and they wanted to give the states and the people a way to preserve their rights. That is what a convention was designed to do, and that is what Article V can do, if state legislators will exercise their constitutional authority.
We must end the dumbing down of this crucially important constitutional process if we ever hope to reignite liberty and the rule of law in America, and one of the most vocal proponents of the Article V convention of the states continues to drill down on that point...
MarkSpeaks: This has been addressed time and again, but let me do it again. Three-fourth's of the states must ratify any proposed amendment from a convention of the states; the exact threshold required to adopt amendments proposed by Congress. The idea that thirteen red-state legislatures(with just one house controlled by Republicans) would embrace the left's radical agenda, should crazy amendments be proposed at a convention of the states, is absurd. Moreover, far more state legislatures are presently controlled by Republicans than Democrats. Therefore, the convention of the states could not be hijacked by the most liberal Democrat activists. Furthermore, even a cursory understanding of current events related to this subject reveals that state legislators are already putting together processes that would govern the meeting, should such a meeting take place in the future, to prevent anyone from hijacking the process. That said, the situation today is that the federal government re-writes, modifies,usurps, defies, etc. the Constitution virtually at will. As such, the Constitution as written and intended is meaningless in many respects. The purpose of Article V is to restore constitutional government, should that still be possible. And that was and is its purpose.

This is quintessential federalism. It's authorized by Article V. George Mason originally proposed it. George Washington and the other delegates at the Constitutional Convention, including James Madison, voted for it, as did the state ratification conventions. Such modern notables as Milton Friedman, Ronald Reagan, Dwight Eisenhower, among others, supported it. An aging Madison would later refer to Article V as a way to avoid the growing hostilities between the states. Abraham Lincoln did the same thing, but it was too late to avoid the Civil War. And the reform amendments I propose in my book, among other things, empower the legislatures to override or bypass the federal government in matters where the framers intended the states to hold sway. Thus, the issue is not whether the federal government nullifies the amendments. The amendments empower the states to act.

Finally... This is not a constitutional convention. It is a convention of the states. The framers understood the difference. ... Historically, the states would gather to discuss common issues of concern and attempt to resolve them. Article V was proposed in this context. For some reason, those opposed to it claim to oppose abusive federal power and support state authority, yet reject the only constitutional and civil recourse available to blunt federal power and empower the states.
They talk the talk, but when it comes to supporting walking the walk, they buckle, they cower, and turn back to the same Leviathan, as if 'the federal government will magically abandon its own designs.' They have no solutions or recourse. Agreeing with Levin, I don't accept this defeatism, hysteria, or the inevitability of tyranny! And neither should YOU. The Founders gave us a constitutional process of recourse against a rising federal tyranny...it's time for the States and the people to rise to the occasion, display the courage of our convictions and, like them, pledge our sacred Honor in the cause of preserving a more perfect Union.
